The snare and hi hat height is up to each drummer to decide. Just experiment find something that is comfortable for how u play. If u like to rim shot it should be a height that allows u to do so. And to help with where u should hit the snare it is the same thing. Experiment with the snare, hit it everywhere and see what sounds u come up with.

My Gosh! Hst… I wish I could play drum like that man. Seriously. Could anyone tell me the basic setting up of a drumset? I know how to set up one, but like the snare and hihat height… How high should they be when playing? And should the tip of the stick hit the center of the snare or can quarter of the stick hit the rim and the middle of the snare? How should it be hit?
